/ Atlanta Downtown Improvement District.
Below are minutes for the Oct. 14, 2003, meeting of
the Atlanta Downtown Neighborhood Association, held at the
Atlanta-Fulton Central Library. Notes were written by ADNA
Vice-President Patrick Busko.
Welcome & Introductions
ADNA President Dorthey Hurst welcome the gathering, asking
people to introduce themselves. In addition to Downtown residents
living in a variety of different buildings, there were representatives
from local businesses, CAP/ADID, City of Atlanta and other
organizations.

Speaker AJ Robinson with CAP/ADID. He sees Downtown at the beginning
of a renaissance -– a major opportunity is opening up
for Downtown because of the momentum created by the aquarium
and World of Coke.
- Recap of Let’s Do Downtown – it has opened
up great channels of communication between CAP and various
depts. at the city.
- CAP is still working on how to address ongoing problems
in Woodruff Park
- Large visioning exercise called "Imagine
Downtown" is underway – Downtown is being
separated into 5 areas:
- JSA/McGill
- Auburn Ave
- Peachtree spine
- CNN/Gulch
- South CBD (near Garnett Station)
All of these areas will be studied and planned and a masterplan
for Downtown development will be created submitted to the
city. Take survey online at www.imaginedowntown.com.
- CAP is currently working on a proposal for a tax allocation
on the eastside of Downtown – very similar to the
Westside TAD already in place. This would be an incentive
for developers in the area.
- GSU is working on plans for the Beaudry site, it will
be new student housing and construction could start in the
spring.
- Winecoff Developers are still working out financing,
hopefully this should be wrapped up by February.
- Macy’s – CAP is working with the building
owners to fill the retail space, but no news yet.
- There was discussion of the ADNA having a rep on the board
of CAP. AJ is going to look further into this.
- Flower baskets have been funded through July of 04
- CAP is looking at some sort of holiday display for Woodruff
Park
- AP is working with the Ga. DOT to clean up property around
Spring and Williams and 75/85 where homeless have started
living in the brush on the off ramps
Businesses Seeking Support
Several businesses came to present proposals and ask for
our support at the NPU and/or City level.
- Level3.
R evised proposal for new ownership. They want to add restaurant
to their license so they can serve food along with beer
and wine. Approve 15 votes, deny 1 vote and abstain 1 vote.
General ADNA / Neighborhoor Announcements
- Tuesday, the 21st, at Maria’s – festival organization
meeting
- Westin is interested in working out some kind of Downtown
discount package, to work with Scott F on this.
- Nominating committee is still taking nominations –
see ADNA website for info
- No solicitation ordinance is still in committee at city
hall. Might be early next year before it moves forward.
- Upcoming Fulton Co election for county commissioner –
see ADNA website for list of candidates.
- November 10th – Eastside TAD public hearing at City
Hall, 1PM in committee room 2
- Kwanzaa Hall from Atlanta School Board asked up to support
this TAD
- Next meeting we will have rep from Cathy Woolard’s
office presenting about the beltline transit project. Clean
Water Atlanta will also present about the water bill increase.
Next meeting with will on Tuesday, Nov. 11, 6:30
(sharp!) to 8 p.m., at the Central Library.
